Cromwell began its involvement with the project in September 2011, nearing the end of construction of Phase 1. Cromwell facilitated a charrette with stakeholders to assess remaining work to complete the project and prioritize work remaining by incremental cost and logical progression of construction. Cromwell was then contracted to complete the design for Phase 2. During Phase 2 design, serious problems with Phase 1 control systems already in place became apparent, and Cromwell was also contracted to retro-commission Phase 1, and to commission Phase 2. Cromwell investigated the systems in Phase 1, found fundamental issues to be resolved, developed a plan of corrective action, assigned responsibility for tasks, and facilitated and validated corrections.
